Definition of Terms
· Prohibited items – items whose import into the country is prohibited.
· Items admitted conditionally – items whose importation into the country is allowed with the term if a document issued by the relevant authorities of the exporting country is presented.
· Items admitted without conditions – items whose import into the country is allowed.

Articles prohibited as imports or admitted conditionally
Prohibited items
In addition to the prohibited articles listed under article 15 of the Universal Postal Convention (Bucharest 2004), the following items are also banned from entry to Singapore:
– Prohibited liquors* (H.S. codes: 2205.10, 2205.90)
– Prohibited cigarettes* (H.S. code: 2402.20)
– Chewing gum (H.S. code: 1704.10)
– Chewing tobacco and imitation tobacco products (H.S. codes: 2403.10, 2403.91, 2403.99)
– Cigarette lighters of pistol or revolver shape (H.S. code: 3606.90)
– Controlled drugs and psychotropic substances (H.S. codes: 1211.30, 1301.90, 1302.11, 2939.11, 2939.91)
– Arms, firearms or parts of firearms or any other lethal barrelled weapons of any description from which any shot, bullet or other missile can be discharged or which can be adapted for the discharge of any such shot, bullet or missile or any weapons of whatever description designed or adopted for the discharge of any noxious liquid, gas or other thing or any component part of any weapon (H.S. codes: 9301.11–9306.90)
– Firecrackers (H.S. codes: 3602.00, 3604.10, 3604.90)
– Machine-skimmed or hand-skimmed milk (H.S. codes: 0401.10, 0401.20)
– Any article consisting of or containing any public lottery ticket or any advertisement of prizes or any other announcement relating to any public lottery, sweepstakes or other gambling transaction (H.S. codes: 4901.99, 4902.90, 4910.00, 4911.99)
– Obscene articles, publications, video tapes/discs and software (H.S. codes: 4911.91, 4911.99, 8523.29, 8523.40, 8523.51,
8523.52, 8523.59, 8523.80)
– Reproduction of copyright publications, video tapes, video compact discs, laser discs, records or cassettes (H.S. codes:
4911.91, 8523.29, 8523.40, 8523.51, 8523.52, 8523.59, 8523.80)
– Seditious and treasonable materials (H.S. codes: 4901.10, 4901.99, 4902.90, 4906.00, 4909.00, 4911.91, 4911.99,
8523.29, 8523.40, 8523.51, 8523.52, 8523.59, 8523.80)
* The intoxicating liquors and cigarettes must not be marked with the words "SINGAPORE DUTY NOT PAID" or "SDNP" on the labels, cartons or packets. Cigarettes with the prefix "E" printed on the packets may not be brought into Singapore either.
